Atlantic City Special Improvement District Overview The Atlantic City Special Improvement District is a non-profit corporation formed by Atlantic City business people in early 1992 to improve the business environment in the city.

The city of Atlantic City established the Special Improvement District on February 5, 1992 and initially set a very small assessment to fund the small start-up budget.

The Special Improvement District includes businesses within an area bounded by Boardwalk (from Albany Avenue to Connecticut Avenue), Pacific Avenue (from Albany Avenue to Connecticut Avenue), Atlantic Avenue (from Albany Avenue to Maine Avenue), Arctic Avenue (from Georgia Avenue to Tennessee Avenue), Baltic Avenue (from Georgia Avenue to Ohio Avenue), Ventnor Avenue (from Kingston Avenue to Albany Avenue) and along Albany Avenue (from Boardwalk to West End Avenue).

The boundaries of the district were set by City Council Ordinances. The Special Improvement District is independent of city government, but works cooperatively with city agencies.

The Special Improvement District is governed by a Board of Trustees that consists of twenty (20) members. The Board membership includes casino executives, neighborhood business people and government officials.

The Special Improvement District's purpose is not to replace city services. The Special Improvement District compliments the efforts of the city's public safety and public works employees.

Atlantic City Special Improvement District History New Jersey State Statutes allow commercial property owners in municipalities to form District Management Corporations known as Special Improvement Districts. These districts must be designated by a municipal ordinance which clearly defines its functions and geographical boundaries. The municipal ordinance also enables a special assessment on commercial properties within the district. The assessments or payments are legally not a tax. The revenues generated by the special assessment serves as the funding base for the improvement districts business enhancement activities. The assessed commercial properties must be beneficiary of that activity.

On February 5, 1992 the City Council of Atlantic City passed the ordinance creating ACSID. Although the City of Atlantic City collects the special assessment on ACSID’s behalf, the City does not have any operational control of the organization. The City serves as a funding conduit for ACSID. ACSID is a private non-profit corporation governed by a twenty (20) member Board of Trustees which includes casino representatives, local business leaders and government officials, including the current Mayor.

In the spring of 1993 our Courtesy Patrol and Environmental Services programs began operations. During that time, the intensity and volume of our work, the urgency of our mission and our expanding role in Atlantic City’s redevelopment provided us with an operational frame of reference and a work ethic that has led to the success of our expanded programs and activities in ensuing years.

It is exciting to see Atlantic City’s new projects, infrastructure improvements, numerous rehabilitation projects and new businesses in every part of our district and throughout the entire city. The outstanding performance and consistency of our District Ambassadors (formerly Courtesy Patrol), Economic and Community Development, Environmental Services and Landscape Management Programs has generated positive responses from district merchants, residents, visitors and the news media. We are privileged and proud to be a part of the public/private partnership that has enhanced the commercial viability of our city.

The ACSID is independent of city government but works cooperatively with city agencies, the Casino Reinvestment Development Authority (CRDA), Atlantic County Improvement Authority (ACIA), Atlantic City Convention and Visitors Authority (ACCVA), Atlantic City Housing Authority (ACHA) and Atlantic County Government. The organization provides services for specific projects for the City, CRDA, ACIA, ACCVA, ACHA and the County on a contractual basis. The ACSID’s mission is to enhance and retain current business and to attract new business.
