Linda Segal Blinn, J.D.*, is vice president of Technical Services for ING U.S. Retirement’s Tax-Exempt Markets. In this capacity, Blinn leverages her nearly 25 years of experience administering and designing defined contribution plans to provide general legislative and regulatory information to assist public and non-profit employers in operating their retirement plans.

Blinn is a frequent speaker at industry events discussing how Internal Revenue Service (IRS) and Department of Labor (DOL) guidance impacts an employer’s plan. She has hosted various webcasts on retirement plan issues facing 403(b) plan sponsors, including the Association of School Business Officials (ASBO), the American Association of School Administrators (AASA), the College and University Professional Association for Human Resources (CUPA-HR), and the American Society of Pension Professionals & Actuaries (ASPPA).

Blinn is a magna cum laude graduate of Brown University, and holds a J.D. from New York University School of Law.
