SGS Provides Updates on EU New Ecodesign Requirements for Computers and Computer Servers

Regulation 617/2013(1), adopted by the European Commission on 26 June 2013 concerns ecodesign requirements for the placing on the market of a variety of computing products. The Regulation entered into force on 17 July 2013 and is applicable in three stages over the next years: from its entry into force, from 1 July 2014 and from 1 January 2016.

The product list affected includes items that can be powered directly from an AC source, including through an external or internal power supply:

- Desktop computers
- Integrated desktop computers
- Notebook computers (including tablet computers, slate computers and mobile thin clients)
- Desktop thin clients
- Workstations
- Mobile workstations
- Small-scale servers
- Computer servers.

The list of products that are excluded from the requirements of the Regulation includes:

- Blade system and components
- Server appliances
- Multi-node servers
- Computer servers with more than four processor sockets
- Game consoles
- Docking stations.

Ecodesign Regulation and Requirements

Details pertaining to the ecodesign requirements and implementation timetable are outlined in Annex II of the Regulation, while Annex III shows how compliance should be determined in accordance to provided measurements and verification procedures for market surveillance.

The ecodesign requirements affect the annual total energy consumption (E-TEC), sleep mode, lowest power state, off mode, internal power supply efficiency, power management enabling and information to be provided by manufacturers. Specific requirements and different application dates relate to each type of product. The requirements for power management enabling for some products and the maximum allowable power demand in the lowest power state are already in effect, while compliance with most of the remaining requirements must be achieved by July 1, 2014.

Following the publication of this Regulation, two previous ecodesign regulations’ scopes have been amended - Regulation n°1275/2008 and Regulation n° 278/2009.
