4 Young Drivers Responds to Delayed Green Paper - Young Drivers in the UK Left in Limbo

)-- For the third time, a government Green Paper which may decide the future of young driver training and licensing in the UK has been delayed, following an announcement by parliamentary under-secretary of state for transport, Robert Goodwill, MP.
4 Young Drivers, which has long-awaited new measures that will improve road safety and reduce insurance premiums, now fears that proposals will be watered down if and when they are eventually published.4 Young Drivers

“Better training and supervision of young people is essential to improve road safety,” said a spokesperson for 4 Young Drivers. “We were hoping to see the Green Paper proposals in the New Year, but having already been delayed a number of times, we now fear that they have been shelved indefinitely.”
One element of the Paper in particular, night-time curfews, has caused concern amongst Cabinet Ministers. Mr Goodwill said, "We are wrestling with how to make things safer, while not unduly restricting the freedom of our young people."
Road safety campaigners and insurance companies, however, point out that the Green Paper is only a starting point for further discussion. 4 Young Drivers adds, “The Green Paper is only a set of proposals at this stage – the important thing is to keep moving the process forward to reduce the number of deaths and serious injuries on Britain’s roads.”
Other measures expected in the Green Paper are suggestions for a minimum 12-month learning period, 100 hours of supervised daytime practice and 20 hours at night. After passing their theory and practical tests, a 12-month graduated driving licence is proposed which will involve further restrictions.
