Recent defaults, bankruptcies and fiscal challenges have raised concerns regarding the security and credit worthiness of municipal bonds. The City of Detroit’s financial collapse in 2013 directly affected the municipal bond market in this manner.

Historically, the risks associated with municipal bonds have been largely controlled by tax policies and interest rates and generally have been relatively low. Overall, municipal bonds have tended to be perceived as more secure investments than corporate bonds and other types of securities. Although municipal bonds have generally provided lower interest rates (yields), their favorable taxation treatment has made them highly-attractive investments.

However, recent developments and trends have called into question this traditional view of the municipal bond market, raising issues concerning the risks of these investments. There has been an increase in litigation, including enforcement proceedings and actions, as a result of the heightened scrutiny of the market by the SEC and other regulators. Understanding and assessing the risks is critical in order to minimize exposure and maximize the benefits associated with municipal bonds.
