Biography

Mr. Stephan, comes to CRA with over 30 years of service to the country. Mr. Stephan has held a variety of key operational and command positions in the Joint Special Operations community during a 24-year Air Force career, attaining the rank of Colonel. Following his career in the Air Force, he joined the newly created Office of Homeland Security, under the Executive Office of the President as the Director for Domestic Planning. While there, he led post-September 11, 2001, national vulnerability assessment and developed and implemented large-scale state and local government, Congressional and private sector outreach programs to support the Administration’s infrastructure and aviation security initiatives.

Mr. Stephan was an integral part of the evolution of the Office of Homeland Security into the U.S. Department of Homeland Security. Over the next 8 years, his roles increased in responsibility and national visibility as Senior Policy Advisor; Special Assistant to the Secretary and Assistant Secretary for Infrastructure Protection. In his most recent position as Managing Director with Dutko Global Risk Management, Mr. Stephan was responsible for the development of new business lines and generated revenues in excess of $2 million dollars over the first 12 months of employment. While at Dutko, he provided executive counsel to support the Defense Department’s mission and goals in national critical infrastructure protection planning and implementation and assisted the Army Corps of Engineers in assessing all-hazards risks and capability gaps, and applying critical infrastructure protection planning best practices in the development of a comprehensive regional risk management strategy for the Columbia River Basin.
