Dramatically enhancing its capabilities and reach throughout the United States, Physicians Proviso (P2), a national private physician’s network based in Louisiana, has completed the process of appointing its board of directors. This announcement coincides with P2’s participation in the Pri-Med Conference & Exhibition currently taking place in Chicago, IL, a major gathering for the US healthcare industry.

The board is comprised of physicians from a broad range of backgrounds and expertise. Accomplished in areas including clinical practice innovation and management, public policy, professional advocacy and education, P2 board members are able to combine their passion and know-how to create tremendous value for members of the network.

P2 board members are actively managing successful clinical practices, teaching at major universities, holding senior management positions at associations including the American Family Physicians Association and American Diabetes Association, and advising policymakers on major issues facing physicians on the front lines of healthcare delivery.

Dr. Peter Sheehan created a Diabetes Management Center at Sanford Medical Center in Sioux Falls, South Dakota in 2010. Another diabetes center is under development now in the greater New Orleans area in Louisiana.

Robert Bouvier, M.D.
Dr. Bouvier is an expert in hypertension, diabetes and hyperlipidemia. He has been a practicing Internist for the last 21 years. Dr. Bouvier pioneered Project 60™, a medical practice analysis system that is designed to bring greater profitability, reduce costs and improve operational efficiency.

Neil F. Notaroberto, M.D.
Dr. Notaroberto is practicing opthalmologist and expert in retinal disease and surgery. He is a nationally recognized speaker, contributor and researcher in the field of ophthalmology, technology and health care. Dr. Notaroberto founded the 20/20 Eye Institute for the study of XYZ and is the four-time recipient of America’s Top Opthalmologist Award. He practices in the greater New Orleans area.

Michael Fleming, M.D.
Dr. Fleming brings more than 30 years of medical field experience to the P2 Board. He is currently chief medical officer of Amedysis, Inc. and past president of the American Academy of Family Physicians, the Louisiana Academy of Family Physicians, and was founding President of the Louisiana Health Care Quality Forum, a partnership with the State of Louisiana aiming to provide high-quality health care to the state. Dr. Fleming has served as Speaker of the Congress of Delegates of the AAFP and as Board Chair of the AAFP Board of Directors. As an active member of the medical quality field, he serves on various boards and panels for the health information technology industry. Additionally, he participates in international activities promoting medical education and primary care worldwide.

Dr. Fleming continues his role as founding Director, Chairman and Chief Medical Officer for Antidote Education Company, which provides continuing education for health care providers.

William Reynolds “Reyn” Archer III, M.D.
Dr. William Reynolds “Reyn” Archer III is a recognized expert in health policy and issues management and is currently the managing director of Burson-Marsteller’s Global Healthcare Practice. A leader in international health policy, including US Mexico bi-national health issues, Archer has had a diverse career spanning 20 years between healthcare policy and as a medical doctor with experience in clinical medicine and public health. Archer was the director of healthcare policy at Hill & Knowlton. Before Hill & Knowlton, he was the president of HealthCare Village in Houston, TX, a start up health delivery concept focused on empowering the doctor-patient relationship. Prior to this work he served as Commissioner of the Texas Department of Health, where he directed acute care Medicaid, led agency budget development and managed the legislative process to successfully implement the State Children' s Health Insurance Program.

Dr. Archer is a board certified Obstetrician and Gynecologist and lives in Washington, D.C.

Donal J. Palmisano, M.D., J.D.
Dr. Palmisano is the Clinical Professor of Surgery and Clinical Professor of Medical Jurisprudence at the Tulane University School of Medicine and is past president of the Tulane Surgical Society. He is a member of the Board of Directors of the National Patient Safety Foundation (NPSF). From July of 1999-December 2003, Dr. Palmisano served as a Commissioner on the board of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and serves on the National Advisory Council of the Annenberg Center for Health Sciences.

Dr. Palmisano is a noted champion of ethical science-based medicine and maintaining access to care for patients, Dr. Palmisano continues as a spokesperson for medicine, relentlessly pursuing reform of the broken medical liability system and the other ills affecting the delivery of health care. He routinely debates medical liability reform adversaries on national television.

Stanford Allen Owen, M.D.
Dr. Owen has been in private medical practice for over 32 years and is board certified in Internal Medicine, Physical Nutrition Specialists (ABPNS), NEI Master of Psychopharmacology, 2004, Hyperbaric Oxygen Therapy. He is a Fellow of the Obesity Society and a founder of founder and developer of Prescriptfit, a medical nutrition therapy plan which produces weight loss and measurable disease improvement.

Peter Sheehan, M.D.
Dr. Sheehan is an internationally respected specialist in the field of diabetes. Areas of clinical and research interest for Dr. Sheehan include peripheral artery disease, diabetic neuropathy, and wound healing. He has served as the American Diabetes Association (ADA) Foot Council Chairman, on the national Board of Directors, and currently as Chairman of the Cardiometabolic Risk Initiative. Dr. Sheehan was on the Board of Directors of the Wound Healing Society and served as President of the Wound Healing Foundation. He is also a member of the Steering Committee of the P.A.D. Coalition (peripheral artery disease). He is a graduate of the SUNY-Downstate School of Medicine, where he also completed his residency in Internal Medicine. Dr. Sheehan continued his training at the Yale University School of Medicine in New Haven where he completed a fellowship in Endocrinology and Metabolism.

C. Bryan Miller, M.D.
Dr. Miller is a board certified Family Physician and has been practicing medicine in the greater New Orleans area since 1996. He is an active member of the American Academy of Family Physicians and specializes in pediatric/adolescent medicine, sports medicine and sleep medicine.

Michael T. Ledet, MD
Dr. Ledet practices sleep medicine, clinical lipidology and family practice in Daphne and Mobile, Alabama. He attended medical school at University of South Alabama College of Medicine. Dr. Ledet specializes in diabetes nutrition, and has a focus on concierge medicine, executive health, wellness and prevention.
