SGS Informs on Expanded List of Restricted Substances Subject to Market Surveillance in Turkey

Turkey has recently increased the number of chemicals in certain consumer products that are subject to market surveillance.

Hong Kong, China, March 02, 2015 --(PR.com)-- The enforcement date for the newly added chemicals will be 21 May 2015.

Restricted Azo Dyes, Phthalates and Flame Retardants in Consumer Products

In April 2011, Turkey published Notification 27893 to announce that certain consumer products containing azo dyes, 6 forms of phthalates (BBP, DBP, DEHP, DIDP, DINP and DNOP) and three flame retardants (PBBs, TEPA and TRIS) were the subject of market surveillance activity (1).

Harmonization with REACH Annex XVII

On 14 January 2015, Notification Number 29236 was published in the Official Gazette of the Republic of Turkey (T. C. Resmi Gazete) to announce that certain consumer products will be the subject of market surveillance activity for 10 categories of restricted chemicals. The new law repeals Notification 27893 of April 2011 and expands the number of categories of restricted substances from 3 to 10. One notable change for the 6 phthalates is that these are differentiated into two groups of 3 phthalates and are now in agreement with REACH ANNEX XVII.

The requirements for chemicals 1-3 remain in force and the requirements for chemicals 4-10 will be enforced from 21 May 2015 (2).

The restricted chemicals 1-10 are similar to the corresponding restrictions under ANNEX XVII of REACH (3).

Highlights of the restricted substances 1-10 are summarized in a table within the latest SafeGuards bulletin (http://newsletter.sgs.com/eNewsletterPro/uploadedimages/000006/sgs-safeguards-02315-turkey-expands-restricted-chemicals-certain-products-a4-en-15.pdf).
