This week marks PQM’s 10th anniversary, celebrated by clients and colleagues as one of the most highly successful quality management firms nation-wide. Since April of 2006, PQM has been working exclusively on infrastructure projects in an effort to improve project delivery for highways, transit, ports & harbors and water systems, as well as a variety of other projects for clients and agencies serving the public.
The company developed out of a growing need for quality management on projects. After 25 years of experience in Civil Engineering on similar projects and a building focus on quality beginning in 1992, Don Archer, P.E. and PQM Founder, saw the growing need for improved quality management practices to help improve project delivery. Mr. Archer is now serving as PQM’s Director for public and private clients across the infrastructure industry. His experience includes planning, final design and construction of highway, transit and port facilities for Design- Bid-Build, Design-Build and Construction Management/General Contractor Projects. He has provided quality management for Caltrans, OCTA, SANBAG, SANDAG, LA Metro, Fresno County, Port of Long Beach and local municipalities, as well as Consulting Engineers and DB Contractors on Mega Projects resulting in 10 years of solid experience with PQM. Mr. Archer has focused on Quality Management as a proven approach to increase reliability and consistency with design documents, construction materials, and construction in an effort to minimize rework, construction cost overruns and schedule delays. PQM provides independent quality management services for public agencies, consulting engineers and contractors, which provides them with a broad perspective and deep understanding across all phases of project delivery.

Although Don Archer has had a very long and successful career in the civil engineering and quality management fields, his true belief in the importance of Quality Management and desire to continue the PQM legacy has led him to a unique place in his career. His daughter, Erin Archer Hoy, Certified Manager of Quality & Organizational Excellence and an astute businesswoman with an extremely successful background, has taken majority ownership and leadership of the firm as President. Erin has been an advisor to the firm over the past 10 years and in 2014, agreed to dedicate the rest of her career to building upon the great foundation that her father built. Erin brings strong leadership to the firm, and has specific project experience on the SR-91 Corridor Improvement Project, OCTA highways program, Mid-Coast Transit Corridor Project and Port of Long Beach quality management projects. She is dedicated to moving PQM, initially a family business, into the future as the leading quality management firm in the region, state and nation.
