)-- Edward Lehman, managing partner of the firm Lehman, Lee & Xu was recently a panelist on CCTV International’s special Dialogue episode “Voices and Votes”. Mr. Lehman was an in-studio guest along with Professor He Jiaohong of Renmin University. As the annual meeting of the National People’s Congress is currently taking place in Beijing, the show focused on the rule of law in China and the legislation being considered.
Professor He stated, in relation to the NPC’s lawmaking, "quality is even more important than the quantity because for the rule of law we have to make good laws.” In following, he commented that an important consideration is the ability to enforce the law, rather than simply legislating changes. Mr. Lehman was encouraged by the direction taken by legislators in previous years, however, felt that there were still changes necessary in order to build a rule of law culture in China.
