The military may try to declare that these people are AWOL or deserters, and have them arrested. The issue of whether the military has jurisdiction over people in the IRR can be complicated. Anyone who wants to challenge a recall order needs to consult with an experienced military attorney before taking any action. If they simply refuse to report, they could very well end up in jail.”
