The main character's name is Stephen Taylor, who was an adopted child from Eastern Europe that is brought over to be brought up by a family in the states. This is all done to fulfill a prophecy from long ago which predicted a one-world ruler that would bring unity to the world.
Stephen grows up and becomes a CIA doctor sent to Canada to investigate a plague outbreak that threatens the United States. He and the CDC team are sent to see if the virus is man-made and if so who released it and why. Also how do you stop this virus from moving on to the United States.
All along the DCI has knowledge of this plague. He is the one who ordered the virus developed over forty years ago and he will stop at nothing to hide these facts. Not even murder.
All the while this is going on a watcher is protecting Stephen. He has been sent by the Council of Twelve to protect Stephen at all costs. Stephen will fulfill his destiny and he will become the chosen one. Whether he wants to or not.
