)-- The goals of Positive Train Control as outlined by the Federal Railroad Admin (FRA) and summarized by the rail trade associations are the following:
1) Train Separation or Collision Avoidance.
2) Line Speed Enforcement
3) Temporary Speed Restrictions
4) Rail Worker Wayside Safety
The main obstacle for PTC mandate compliance has been cost effectiveness justification. The high cost of as much as 20 billion plus to install the systems over all class 1 train operations seems to far exceed the loss due to theknown high number of preventable accidents that are concurred by FRA in its 2009 rulemaking document.
The objective of PTC is that the train receives information about its location and the corresponding operational environments, such as othet train and switch point positions. The train thus receives the authority (warrant) to travel at the safety speed. However, unless the enhances GPS locating system can provide the accurately geo-position, even in heavily covered areas such as cities and subways, the locating system must be enhanced with on track locating mechanisms that are generally expensive to install and maintain at thousands of US dollars each.
Avante has developed a robust and maintenance-free train locating system costing less than 1/10 of the traditional "Eurobalise" system to install. This patent-pending technology and self-energized device can be placed under rail soil lines or slightly under concrete for subway lines. They can be programmed to be placed on tracks for ad hoc notification to oncoming train train to slow down whenwork is being done on the trackand ahead of them. The self-energizing devices can also be encoded with special messages for permanent or ad hoc alerts to passing trains.
