Longtime U.S. Navy Physicist Exposes Shortcomings of Federal Bureaucracy;
Book Demonstrates Why America is Ill-prepared for Challenges of the 21st Century.

The pernicious effects of September 11 and Hurricane Katrina are just two examples illustrating the need for a reformed federal service system in order to respond to or prevent America from future devastation. Dr. Theodore G. Pavlopoulos knows first hand of how the flawed federal service system works, and is acutely aware of its shortcomings after working for the U.S. Navy for nearly four decades. In order to share and educate Americans on his unique experience with the inefficient federal personnel system, Pavlopoulos wrote his book, A Matter of Life and Death: The American Bureaucracy.

A Matter of Life and Death is an eye-opening memoir based on Pavlopoulos’ 37 years of working as a physicist for the U.S. Navy. Utilizing his detailed notes kept throughout his tenure, Pavlopoulos shares several key points including:

His education in Germany during and after the Nazi regime
Working for the U.S. Navy and its demonstration project
Our looming energy crisis
The decline of the federal bureaucracy
How to improve the federal civil service

Dr. Pavlopoulos’ experience is mainly tied to the Navy’s demonstration project he was involved with, the China Lake Project, which was a civil service human resources program overseen by the Office of Personnel Management (OPM). This little-known but very powerful federal agency, Dr. Pavlopoulos feels, is directly responsible for the shortcomings of the American bureaucracy. With Congress approving the China Lake Project as the new civil service system for the Department of Defense, Department of Homeland Security and other federal agencies and departments in 2002, Pavlopoulous explains the serious danger this decision has put Americans in now and the future.

“My book tries to educate the reader on how our federal bureaucracy works, or to be more precise, why often it doesn’t work,” states Pavlopoulos. “The President, Congress and the American people still have no idea that sections of the federal civil service are steadily dissenting into a serious human resources crisis.”

Pavlopoulos’ insightful, yet alarming facts bring to light information about the federal bureaucracy at a time when national security is top priority for many Americans. With his analysis and recommendations, revamping the federal bureaucracy does seem possible, and even necessary to prevent future devastation.
