SEBAC and Eagle Eye Publishers Announce Recipient of 2008-2009 Award for Excellence in Awarding Small Business Prime Contracts

Washington, DC, November 18, 2009 --(PR.com)-- The Small Environmental Business Action Coalition, Inc. (SEBAC) and Eagle Eye Publishers, Inc. are pleased to announce the recipient of its Award for Excellence in Awarding Small Business Prime Contracts. This year’s recipient is the U.S. Army Corps of Engineers (USACE). SEBAC presents the award to recognize a federal agency’s demonstrated commitment to small environmental business through its awarding of small business prime contracts. SEBAC will present the award to Anthony Bell, Chief of the Small Business Programs Office, USACE Headquarters and Christine Godfrey, Deputy Chief, Environmental Community of Practice.

Each year, Eagle Eye Publishers research procurement data specific to NAICS codes 562910 and 541620 among federal agencies; SEBAC then evaluates the data based on the number and quality of agency procurements and the agency’s overall commitment to small businesses to determine the recipient of the Award of Excellence. This evaluation and award is based on a pre-established set of criteria which includes three key components:

The agency’s ability to meet or exceed projected goals for fiscal year;
The agency’s quality and quantity of small business awards; and
The agency’s progress towards improvement in attaining goals (percentage increase and/or proven improvement)

SEBAC is pleased to present the 2008-2009 Award for Excellence to the USACE for its strong support of small environmental businesses as demonstrated by the significant improvement in the award of small business prime contracts within NAICS codes 562910 and 541620. Within these two NAICS codes, the USACE increased its small business prime contract awards from 42.1% in 2007 to 48% in 2008. The USACE awarded 53 percent more environmental contract actions to small businesses in 2008 versus 2007. This improvement demonstrates the USACE’s commitment to increasing the quantity of small business prime contracts for environmental services. The USACE also improved the quality of its environmental procurements by issuing multiple solicitations with significant set-aside opportunities for small businesses.

SEBAC was formed to act as a unifying voice for addressing issues that face small environmental businesses nationwide. Membership is open to any small business that is primarily engaged in the environmental industry and has 500 or fewer employees. Member companies perform environmental investigations, design, engineering, remediation, operations and maintenance, and ordnance and explosives work with federal agencies.

On December 8, 2009, SEBAC will present the award to Mr. Bell and Ms. Godfrey at the Gaylord Texan Resort and Conference Center in Grapevine, Texas. The award presentation and networking reception are open to SEBAC members and invited guests. During the reception, small environmental businesses will have an opportunity to network with SEBAC members and a select group of large environmental businesses to discuss subcontracting and teaming opportunities at those companies. Smith-Manus Surety Bonds, an Associate Member of SEBAC, will sponsor the networking reception.
