Solicitation of Interest to Conduct Feasibility Study for Zanzibar Renewable Electric Generation Project from Alexander Solutions LLC

Alexander Solutions, LLC, has been contracted by the island province of Zanzibar in the nation of Tanzania to produce a feasibility study for renewable electric generation. Consideration will be given to Alexander Solutions as a sole green energy provider upon completion of the study, if it is to the long-term interest of Zanzibar. Alexander Solutions is seeking partners which can perform this study and also subsequently can create an end-to-end solution for green merchant generation.

Washington, DC, November 23, 2009 --(PR.com)-- Alexander Solutions, LLC, has been contracted by the island province of Zanzibar in the nation of Tanzania to produce a feasibility study for renewable electric generation. Consideration will be given to Alexander Solutions as a sole green energy provider upon completion of the study, if it is to the long-term interest of Zanzibar.

Alexander Solutions is seeking partners which can perform this study and also subsequently can create an end-to-end solution to develop, build and operate such merchant generation capacity. Since restructuring of the electric industry is a goal of Tanzania, it is presumed that the owner/operator can obtain the rights to sell surplus generation back to the mainland.

The government of Zanzibar sets capital requirements for companies developing infrastructure projects in the province. The minimum capital requirement for the Green Energy Project is $1,000,000.

The successful partner will be able to act upon the feasibility study and present to Zanzibar a long-term, phased-in program for planning, siting, construction and operating the new merchant generation. As hydrocarbon deposits have been found offshore Zanzibar, the province has indicated that Alexander Solutions can play a role in finding exploration and production companies that can be considered for future concessions.

Zanzibar is an island off of the coast of Tanzania classified as a semi-autonomous part of the country. In 2007, the amount of electricity sold to Zanzibar was 231 GWh, or about 7.4% of all sales in the country. The population of Zanzibar is 1.1 million, estimated to increase to 1.3 million by 2011.

Alexander Solutions seeks a partner first to be able to conduct and deliver a feasibility study for Zanzibar’s Green Energy project, and ultimately execute the project. It is presumed that the partner shall:
• Assess the current and potential electric load on Zanzibar.
• Examine the reliability of imports from Tanzania, as well as the adequacy of the current transmission cable and distribution grid.
• Assess the potential for various forms of renewable electric generation including, but not limited to, solar, wind, biomass, biofuels, tidal and ocean thermal sources.
• Assess the availability of fuel for complementary fossil generation.
• Assess the current state of unbundling and open access in Tanzania.

The result will be a recommendation on the types of renewable and conventional power generation that are appropriate for Zanzibar, and the amount of new generating capacity proposed, over a reasonable phased-in period. Furthermore, it is expected that the partner has the capability to plan, site, build and operate the new merchant generation.
