Unlike other guides, the iconoclastic Washington, D.C.-based magazine ranks colleges and universities on their contributions to the nation — rating them on their success in educating low-income students, improving the quality of their teaching and giving taxpayers good return on investment.

The guide ranks institutions in five categories: National Universities, Master’s Universities, Baccalaureate Colleges, Liberal Arts Colleges and Community Colleges. University of California campuses — San Diego, Berkeley and Los Angeles — were the top three in the National category, followed by Stanford University and University of Texas, Austin.

These four-year and graduate institutions are rated by numbers of students receiving Pell grants; predicted graduation rates; research expenditures; Bachelor's to Ph.D. ratios; numbers of Peace Corps volunteers; ROTC membership; Federal work-study funds spent on service; community service participation and hours served; service staff; courses and financial aid support.
