About the author:

Louis Vaughan migrated from Barbados to the United States as a teenager. In 1962 he graduated from Brooklyn College with a Bachelor’s Degree in Biology and in 1981 earned a Master’s Degree in Public Administration from Central Michigan University. After graduating from Brooklyn College, he joined the United States Air Force and was commissioned a Second Lieutenant. In 1987, he retired as a Lieutenant Colonel. He then worked for the Commonwealth of Virginia as a counselor in the Department of Employee Relations Counselors and for the Virginia Commonwealth University Health System as a director in the Human Resources Department. For three years he also taught an undergraduate human resources management course at the University of Mary Washington. He has two children and five grandchildren. He lives with his wife, Linda, in Fredericksburg, Virginia.
