)-- Synagro, today, requested a building permit to develop its Slate Belt Heat Recovery Center tying directly into the Green Knight Energy Center and within the township’s solid waste zone.
The facility, which would dry biosolids to create a Class A pellet that can be used as a fertilizer or a fuel, is a permitted use in the township’s solid waste zone. This site adjoins the land on which the Green Knight Energy Center operates. The waste heat from the Green Knight facility will be the energy used to dry the biosolids.
In November, Synagro proposed building the center a short distance away in a commercial-industrial zone where the facility would be considered a non-conforming use. This proposal remains before the Plainfield Twp. Zoning Hearing Board.
“The new application fully complies with the Plainfield Township Zoning Officer’s determination letter dated December 15, 2016. We have spent the last three months undertaking a comprehensive redesign to locate the facility in the Township’s solid waste zone, and in full conformity with the original waste heat recovery design of the Energy Center,” said Jim Hecht, Synagro’s Project Developer.
Synagro expects to spend up to $26 million constructing the facility. Construction will create an estimated 40 temporary construction jobs and operation of the facility will create 16 permanent, family-sustaining jobs. Here are other project details:
- The Slate Belt Heat Recovery Project will meet or exceed all applicable regulations, including those enforced by the EPA, PADEP, Delaware River Basin Commission, and the National Fire Safety Bureau.
- Synagro has nine drying facilities currently operating in the US, some with residents much closer than at this site. None of those facilities have received odor complaints. The control of potential odors is inherent in the design and operations. The building and process air will be captured and treated by engineered air-scrubbers designed and proven to eliminate odors before indoor air is exhausted into the outdoors. The facility will comply with all air emission standards.
- Water generated by the facility’s drying process will be collected and treated by an on-site wastewater treatment system to meet or exceed all applicable environmental regulations for discharge.
- The facility will be equipped with all fire prevention and suppression systems required by local and state building codes.
- Synagro expects the plant to receive 20 in-bound trucks each day and its manufactured fuel or fertilizer product will be shipped in five trucks per day. All in-bound and out-bound trucks will be covered and subject to all state and federal transportation laws.
Mr. Hecht said the company operates a plant in Philadelphia that services the city and a number of other nearby municipalities. Recently Synagro hosted an in-depth tour opportunity for members of the community to visit the Philadelphia Bio-Fuels Dryer.
