The guide arrives as builder activity in the region's age-restricted segment continues to expand. Toll Brothers recently opened sales at Regency at EverRange, a gated 55-and-over community within the EverRange master plan in Jacksonville, positioned between the Nocatee and eTown master-planned developments. "Most of the expensive mistakes I see happen in the first thirty minutes of the first model home visit, before anyone has looked at a contract," Sodel said. "The guide exists because that information is not centralized anywhere, and buyers relocating from out of state have almost no basis for comparison when they walk in."

What the Guide Covers
The guide addresses the parts of a new construction purchase that are least visible to first-time and relocating buyers: how builder purchase agreements differ from resale contracts and which terms are typically open to negotiation; how to evaluate lot premiums and homesite position relative to future phases of construction and long-term resale; and how to request a written breakdown of what is included in the base price versus priced separately at the design center, where cumulative selections routinely add tens of thousands of dollars.

It also covers Community Development District (CDD) fees, a Florida-specific cost common in master-planned communities that can meaningfully change a home's true monthly payment and is frequently overlooked by out-of-state buyers; why builder incentives shift month to month, are not always advertised publicly, and vary across a single builder's active communities; and why builder policies generally require a buyer's agent to be registered with the sales office at initial contact, meaning representation must be established before the first visit rather than after.

Why the 55+ Segment Prompted the Guide
Demand for age-restricted communities in Northeast Florida has remained resilient, driven by in-migration from the Northeast and Midwest. Buyers relocating for retirement frequently cite lower overall tax burden, no state income tax, proximity to coastal St. Augustine, and Jacksonville's healthcare and cultural infrastructure among their reasons for the move, in addition to the appeal of a newly built home requiring less near-term maintenance.

That buyer profile is also the one Sodel says is most exposed. Active adult buyers are often relocating from out of state, purchasing in an unfamiliar market, and comparing communities they can only visit for a few days at a time. Many tour builder sales centers unrepresented, on the assumption that the on-site sales representative is acting on their behalf. On-site representatives are contractually obligated to the builder rather than the buyer, and are not positioned to negotiate for the buyer or to flag which lots or upgrades are less favorable for resale.

In most new construction transactions in Florida, a buyer may bring independent representation at no direct cost, since the builder typically compensates the buyer's agent out of a commission structure already built into its pricing.

"My role is not to talk anyone into buying at any particular community," Sodel said. "It is to make sure that if someone does buy, they understood the lot, the contract terms, and the incentive they were offered well enough to still feel good about the decision five years later, not just at closing."
