The Cadence Institute Announces New Research on Military Policy, Misinformation, and Healthcare Inequities Facing Transgender Americans

The Cadence Institute for Policy & Society announces a new research brief examining federal military policy, transgender rights, and healthcare disparities in the United States. The publication explores scientific evidence, barriers to gender-affirming care, and the implications of inconsistent healthcare policies for civil rights, government accountability, and equitable access to medical treatment.

Bronx, NY, November 05, 2026 --(PR.com)-- The Thinkubator's Cadence Institute for Policy & Society has announced the publication of Military Mandates and Misinformation: The American Transgender Experience, a new research brief examining the intersection of federal military policy, gender identity, healthcare inequities, and the role of misinformation in shaping public policy.

Authored by Ray Berman-Schneider, Operations and Management Fellow at the Cadence Institute, the publication explores questions surrounding the consistency of federal healthcare policy, particularly as government institutions consider expanding access to certain hormone therapies while maintaining restrictions affecting transgender individuals.

At the center of the research is a fundamental question: If government institutions support access to hormone replacement therapy for certain populations, what principles should guide decisions concerning access to medically necessary gender-affirming healthcare for transgender Americans?

The research examines scientific literature on gender identity, national healthcare survey findings, and state-level insurance protections. Drawing upon research from the American Psychological Association, World Health Organization, Williams Institute at UCLA School of Law, and other established research organizations, the publication seeks to distinguish scientific evidence from misconceptions that continue to influence public discourse.

The brief also highlights persistent barriers to healthcare experienced by transgender Americans. According to findings from the 2022 U.S. Transgender Survey, 28 percent of respondents reported avoiding healthcare visits because of cost, while 24 percent avoided care because of concerns about mistreatment related to their transgender identity.

"Public policy must be grounded in credible research, informed by scientific evidence, and guided by a commitment to human dignity," said Dr. Edward Summers, Director of the Cadence Institute for Policy & Society. "When government institutions establish different standards of access to healthcare, we have a responsibility to examine the rationale behind those decisions and their consequences for the communities affected. This research contributes to that important conversation by examining the relationship between political rhetoric, healthcare equity, and the fundamental principles of fairness and equal treatment."

Beyond documenting healthcare disparities, the publication examines the broader implications of government policy for civil rights, institutional accountability, and public trust. It identifies policy considerations related to Medicaid coverage, investments in scientific research, public education, and support for community-based organizations serving transgender populations.

The publication reflects the Cadence Institute's commitment to advancing evidence-informed policymaking and examining the institutional and structural conditions contributing to inequality across American society.

"Research has an important role to play in challenging assumptions, informing public understanding, and holding institutions accountable," Summers added. "Our objective is not simply to contribute another perspective to an increasingly polarized debate, but to encourage thoughtful examination of the evidence and the public policies that shape people's lives."
