Joseph B. McGinnis Sr. is a graduate of Georgia State University in Atlanta. He and his wife Carole, his high school sweetheart, have three sons, three daughters-in-law and three grandchildren. After moving back to their small hometown of Carrollton, Georgia to raise their children, Joe served six years as mayor and twenty-four years as a member of the City Board of Education.
