HACC Announces Transition of Emergency Housing Voucher Families to Housing Choice Voucher Program
West Chester, PA, October 03, 2026 --(PR.com)-- The Housing Authority of the County of Chester (HACC) is pleased to share an important update about the Emergency Housing Voucher (EHV) Program and the families currently receiving assistance through it.
The U.S. Department of Housing and Urban Development (HUD) has notified HACC that Emergency Housing Voucher families who were under lease as of September 30, 2026, are eligible to transition through Tenant Protection Vouchers into the Housing Choice Voucher (HCV) Program.
This transition provides important continuity of rental assistance for eligible families as the temporary Emergency Housing Voucher Program ends.
According to HUD, eligible families will be considered continuously assisted. They will not be required to reapply for assistance, be added to HACC's Housing Choice Voucher waiting list, or undergo a new eligibility screening as part of the transition. Families may also remain in their current units, provided they continue to meet applicable program requirements.
HUD's current estimate identifies 70 HACC EHV families under lease as of September 30, 2026. HACC is reviewing HUD's information and will work closely with HUD, participating families, and property owners as the conversion process moves forward.
"This is welcome news for the families who have relied on the Emergency Housing Voucher Program for housing stability," said Paul Diggs, Executive Director of HACC. "Our priority throughout this process has been protecting the families we serve and minimizing disruption to their housing. We are pleased that there is now a pathway for eligible EHV families to continue receiving rental assistance through the Housing Choice Voucher Program."
What EHV families should know:
Eligible EHV families should not need to move solely because of this transition.
Families do not need to reapply for HACC's Housing Choice Voucher waiting list as part of the conversion.
HACC will communicate directly with affected families regarding any paperwork or actions required during the transition.
Current landlords will receive additional information from HACC regarding the conversion and Housing Assistance Payment requirements.
Families should continue complying with their current lease and program requirements while the transition is underway.
HACC asks participating families and landlords to watch for official communications from the Housing Authority and to keep their contact information current.
HACC will provide additional information as HUD completes implementation.
