Originally from Ponce, Puerto Rico, Luis earned his Bachelor of Civil Engineering from the University of Puerto Rico, Mayaguez Campus. A licensed Professional Engineer, Luis holds Project Management Professional (PMP) and OSHA-30 certifications, and is a current member of the Project Management Institute.
